Docket No. ER08-538 regarding the Day Ahead Load Response Program. The
intervention was an effort to establish procedural standing in
the event that we decide to file comments at a later date. A Motion to Intervene and
Comments in Docket
No. ER08-633-000. The intervention and comments were in response to
ISO-NE's results filing for the Forward Capacity Auction for the
2010-2011 power year. NEPGA filed comments in the FERC
NOPR (Docket Nos. RM07-129-000 and AD07-7-000) proposing reforms to
improve the operation of organized wholesale electric markets. NEPGA filed a Motion for Leave
to Intervene,
Protest and Request for Technical Conference in Docket No.
RP08-374. The filing is in response to the Maritimes and Northeast Gas
Pipeline's Tariff Filing. The motion was granted by FERC on 6/11/2008. Comments were filed in FERC
Docket No.
AD08-7-000; Annual Charges Assessments for Public Utilities. NEPGA
commented that FERC's existing methodology for the assessment of
electric annual charges to public utilities is fair and equitable and
should not be revisited. Angela O'Connor's Testimony to FERC in Docket No.
RP08-374-000. The testimony argues the
Maritimes Pipeline Tariff. CONNECTICUT:
NEPGA filed comments in Connecticut DPUC
Docket No. 07-06-62 - DPUC Report to the Connecticut General Assembly
on Electric Reliability. NEPGA filed comments in Connecticut DPUC Docket No.
07-08-24 - DPUC Investigation of the Process and Criteria for Use in
Implementing Section 50 of Public Act 07-242 – Peaking Generation. NEPGA submitted Comments to the Connecticut Energy Advisory
Board's ("CEAB") on Electric Distribution Companies' Procurement Plan for
Connecticut dated January 1, 2008. NEPGA submitted Comments to the Connecticut Commissioner of
Environmental Protection for the rulemaking proceeding to adopt rules concerning the
abatement of air pollution from electric generating units with a nameplate
capacity equal to or greater than twenty-five megawatts. Comments in response to the Connecticut Energy and
Technology Committee on Raised Bill No. 188 were filed. The comments
argue against language in the Bill which would allow utilities to own
facilities that generate electricity. Written and oral testimony
were filed to the Energy and Technology Committee in opposition to House Bill
No. 5783; An Act Concerning Electricity Market
Incentive Rebates. Comments were filed in Docket No. 08-07-01 in response to the Connecticut Siting Council's Ten Year Forecast. MAINE: NEPGA filed a Petition to
Intervene in Docket No. 2008-156, MPUC's investigation of Maine
Utilities continued participation in ISO-NE.
NEPGA filed comments on the Maine Department of Environmental
Protections Proposed 06-096 CMR, Chapter 156: CO2 Budget Trading Program
and 06-096 CMR, Chapter 157:CO2 Budget Trading Program Waiver and Suspension. NEPGA filed comments with the Maine Public Utilities
Commission – Docket
NO 2007-317 – Inquiry Regarding the RE-entry of Electric Utilities
into the Energy Supply Business. MASSACHUSETTS: Comments were filed to Chairman Morrisey on the Senate Re-draft of HB 4373. NEPGA sent a letter to Chairman
Morrissey of the Massachusetts Senate Telecommunication, Utilities
& Energy Committee regarding a proposed amendment to Section 90
of the comprehensive energy bill in hopes to accommodate MMWEC's
changes to its corporate structure. NEPGA sent a letter to Governor Patrick urging him
to veto S. 2540 An Act Establishing the Global Warming Solutions Act. NEPGA filed comments with the Department of
Energy Resources pertaining to the Class I renewables, Class II
renewables and an alternative energy portfolio standard.
NEPGA filed comments to the Massachusetts
Department of Energy Resources on proposed regulations for rules for
conducting auctions of CO2 allowances created under the massachusetts
CO2 Budget Trading Program, 225 CMR 13.00 and 310 CMR 7.70, in
compliance with the Regional Greenhouse Gas Initiative. NEPGA Comments filed with the Cape Cod Commission in
opposition of Draft Resolution for all pending and future Development
of Regional Impact (“DRI”) Regulations. New Hampshire: NEPGA filed preliminary comments in opposition to House Bill
1499-FNA. NEPGA argued against the tax plan in the Bill. NEPGA requested the opportunity to properly analyze and further comment on the proposed revisions to HB 1434. NEPGA filed
comments with the PUC requesting that the Commission grant stakeholders
the opportunity to comment on whether PSNH's Merrimack Station Scrubber
is in the public's interest. NEPGA
sent a letter to Director Howland of the PUC supporting rehearing for PSNH's
Scrubber Project
